CONSUMER INFORMATION: ACS maintains an extensive selection of financial education materials as well as pamphlets, booklets, and information fact sheets on a variety of consumer issues.

• PERSONAL FINANCIAL MANAGEMENT: Accredited Financial Counselors provide one-on-one counseling and education. Please see the attached list of regularly scheduled classes or request a class for your unit or organization on any financial topic of your interest, including personal financial management, saving and investments, credit and debt management, retirement and the Thrift Savings Plan.

• ARMY EMERGENCY RELIEF (AER): AER is a non-profit private organization established to provide emergency financial assistance to active duty and retired Soldiers by providing interest-free loans or grants. Financially distressed spouses and orphans of deceased military personnel may also apply for emergency assistance. Dependent spouses and children of active, retired, or deceased personnel may apply for educational scholarships disbursed through AER. The USAG Wiesbaden AER office also serves as a liaison with Navy/Marine Corps Relief, Air Force Aid Society, and Coast Guard Mutual Assistance.

Survivor Outreach Services

OUR PURPOSE is to deliver on the Army’s commitment to Families of the Fallen. Survivor Outreach Services (SOS) connects you with people and services that can help you throughout the grieving process.

Many times, after the loss of a Soldier, unresolved issues or questions come up long after the Casualty Assistance Officer (CAO) has concluded his or her duties. In addition to the grief the Family will suffer, they may also be faced with issues and questions built around the life of an Army Family. Those left behind often:

  • Wonder if there is anyone out there that understands
  • Need local resources for support
  • Want reliable information about programs, services and benefits available to them, but aren’t sure where to go or how to find them

In keeping with the Army’s commitment to its Soldiers, the Survivor Outreach Services (SOS) delivers on that commitment by providing dedicated and comprehensive support to Surviving Families who have lost a Soldier, whether active, reserve, guard or retired. The SOS can provide support, information and services as long as is needed.

Program Support Coordinators are on hand to: 

  • Meet in person with Surviving Families GS.jpg
  • Listen with compassion and offer reassurance
  • Provide information and referral to appropriate resources
  • Ensure Surviving Families receive all benefits to which they are entitled
  • Encourage our Surviving Families to remain an integral part of the Army Family for as long as they desire

Utility Tax Avoidance Program (UTAP)

The finance ministries of the NATO Forces established the Utility Tax Avoidance Program (UTAP) to allow authorized customers tax-free utilities with participating utility companies. The UTAP program is designed for service members assigned to Europe, or U.S. civilians working for the U.S. Forces and some contractors, provided they are under the Tessa Agreement. DoD mandates the use of UTAP in an effort to secure effective tax relief from foreign taxes on residential consumption of electricity, gas and water in Germany. To be eligible for UTAP individuals must receive their utilities from a provider that has a contractual agreement with the Tax Relief Office (TRO). Some utilities could fall under additional cost "Nebenkosten", paid directly to the landlord, these costs are not covered by UTAP. For people who own their residence, all utility costs are covered by UTAP. Providing your banking information is a requirement to enter the UTAP program.
